EC Reg 21/2004: Article 2 (C):
'keeper' shall mean any natural or legal person with the responsibility for animals, even temporarily, except veterinary practices or clinics.
Pigs
The Pigs (Records, Identification and Movement) (Scotland) Order 2011:
"keeper" means any person having care and control of pigs, whether on a temporary or permanent basis.
Cattle
